A Seed Import Permit is required before any importation of seed into Kenya, in addition to the Plant Import Permit. Similarly, seeds for export must be accompanied by a Seed Export Permit and Kenya’s phytosanitary certificate. Both permits are issued by KEPHIS under the Seeds and Plant Varieties Act (Cap 326). All seed importers and exporters must be registered with KEPHIS as seed merchants.
All imported seeds must be accompanied by a phytosanitary certificate and an ISTA (International Seed Testing Association) certificate from the country of origin. On arrival, seeds undergo mandatory laboratory quality testing before being cleared for sale.

Application Process
Seed import applications are submitted through KEPHIS’s online PIQRS portal. The original Plant Import Permit must be sent to the plant health authorities in the country of origin before shipment. For exports, seeds must meet gazetted minimum quality standards and be certified through the KEPHIS seed certification system before the export permit and phytosanitary certificate are issued.
