A PSV licence (commonly referred to as a PSV badge) authorises a driver to operate vehicles carrying passengers for hire or reward — matatus, buses, taxis, and similar commercial passenger vehicles. It is required in addition to the relevant vehicle-class driving licence.

What You Need

  • A valid driving licence endorsed for the relevant PSV class
  • A certificate of good conduct from the Directorate of Criminal Investigations
  • A valid medical certificate
  • National ID
  • Proof of payment via M-Pesa through the TIMS portal

Minimum Experience Requirement

NTSA generally requires at least four years of driving experience before a driver qualifies for a PSV badge — applicants who apply too early often receive a “does not qualify” response on the TIMS portal, regardless of fee payment. Confirm your eligibility before paying to avoid a failed or delayed application.

The PSV badge itself is inexpensive at roughly Ksh. 1,000–1,050, but the real gatekeeping factors are experience and the good conduct certificate — make sure both are in order before you submit your TIMS application.
