Anyone planning an activity likely to emit noise or vibrations above permissible levels — fireworks displays, demolitions, firing ranges, or heavy industrial operations — needs a permit from NEMA under the Environmental Management and Co-ordination (Noise and Excessive Vibration Pollution) (Control) Regulations, 2009.

A Separate Track for Ongoing Facilities

Activities that involve continuous rather than one-off noise (such as a permanently noisy facility) are governed by a related but separate “licence” track, with its own application (around Ksh. 200) and licensing fee (around Ksh. 2,000) under the same regulations — confirm which track applies to your specific activity before applying.

What You Need

  • A police permit allowing the underlying event, where applicable (e.g., fireworks, demolitions)
  • A description of the neighbourhood within a 2 km radius, including proximity to schools, hospitals, or residential areas
  • Proposed noise/vibration control measures
  • Intended time and duration of the activity

A noise permit is one of NEMA’s fastest and cheapest approvals — Ksh. 5,500 all-in and a two-working-day turnaround — but its short three-month validity means you need to time your application close to your actual event date rather than applying too far in advance.
