An Investment Certificate is issued by the Kenya Investment Authority (KenInvest), established under the Investment Promotion Act, No. 6 of 2004. It serves as the official recognition of an investor’s registration with the government and unlocks a package of facilitation services including work permit support, NEMA information, KRA PIN facilitation, and initial issuance of sector-specific licences required for the investment’s operations.
The minimum investment thresholds are USD 100,000 for foreign investors and KES 1,000,000 for local investors.

Investment certificate processing is free of a gazette fee at KenInvest itself; however, the investor incurs applicable sector licence fees for each licence included in and facilitated by the certificate.
Key Requirements
Applicants submit a completed KenInvest application form, Certificate of Incorporation, Memorandum and Articles of Association, KRA PIN certificate, proof of investment funds (bank statements, investment appraisal), a project description covering employment creation, technology transfer, skills development, and foreign exchange generation. KenInvest assesses the investment’s benefit to Kenya across these criteria before issuing the certificate.
