An Export Certificate — more commonly referred to as a Phytosanitary Certificate for export — is issued by KEPHIS to certify that plant material, seeds, or horticultural products exported from Kenya meet the phytosanitary requirements of the destination country. This document is mandatory for all consignments of plants and plant products leaving Kenya under the Plant Protection Act (Cap 324).
Fresh produce exporters must first register with KEPHIS as exporters. All export seeds must additionally be accompanied by Kenya’s phytosanitary certificate and an export permit, and must meet the gazetted minimum quality standards.

KEPHIS has digitised export certificate issuance through the ePhyto system, which transmits certificates electronically to the importing country’s plant health authority.
